Good cop, Bad cop

Douglas Adams and John Lloyd wrote a book called 'The Meaning of Liff' in which they gave new definitions for words found as town names in the UK. The one I think I remember properly is:
Grimbister : A line of cars moving at or below the speed limit because one of them is a police car.
This is a common occurrence in the UK where overtaking a police car is generally considered a bad move. Here in the UAE overtaking a police car is a matter of course, (personally, I still find it difficult) they drive far slower than the general flow of traffic and there's no danger that the officer will try to pull you over in case you're someone with better connections than him and get him fired. Until now.
Last week I was in one of the first ever UAE Grimbisters. The police have begun stopping speeders and reckless drivers and fining them, checking their vehicle documents and all the stuff you would expect the police to do. Bravo!
And then there's the other side

...if you happen to be an off duty police officer which this guy was, and still is by all accounts. The two lunatics who performed donuts and wheelies on a packed Sheikh Zayed Road (the biggest highway in Dubai) were caught on camera and made famous on YouTube, I happened to catch the performance live. They were found not guilty this week of endangering the public and intentionally endangering motorists and were fined 1000AED (180GBP) each for reckless driving. Of course it still pays to have friends in the right places.
